The Landis analog is good, however the NFL isn't MLB in the 1920s. It's a gigantic entertainment empire on an international scale. Though it is true someone could hire others who have experience in the marketing and business realms, as a commissioner without such expertise, it still seems highly unlikely.
NFL owners would have to see their franchises hurting badly before resorting to hiring someone with Condi's profile as their leader. Even as "bad" as things are for the league now, it is a long way from being weakened to any meaningful degree following its current leaders and well-developed instincts.
