Remember that touchbacks come out to the 25 in college. If you have a good kickoff coverage team, you're better off with a relatively high kick that doesn't go all the way to the end zone. Williamson does a pretty good job of that. I don't have the statistics handy, but I'd bet that the average result has been better than if he got a touchback every time.
