I'm pretty sure UW, WSU, OU, and OSU had little interest in being in the North with Colorado and Utah and probably would not have voted to admit them if they would have been in the same division. I still think the "zipper" divisions would have been better with one permanent game against the other division with your traditional rival (and new traditional rival for Colorado and Utah)
