There will be at least seven bowl slots, even if Oregon doesn't make the playoff.  When the rose bowl is one of the semifinals, one of the other non-playoff sites (likely the fiesta this year) will take the p12 champ.  If Oregon makes the playoff, the fiesta or whoever likely would take a second pac 12 team, though they are not obligated.
