He certainly was a good coach at Oregon. And he had a good start at Philly - along with some current struggles. But there are lots of good coaches out there. As far as I can tell, it would be approximately equally as relevant to write an article that $C must hire Belicheck now, or Saban, or Harbaugh ... or for that matter David Shaw or Chris Petersen.
Does Kelly have any particular ties to $C, or LA, or California?
I guess there is one way I can see a particular fit between Kelly and $C. Kelly has clearly demonstrated he is not particularly interested in NCAA rules, which $C would clearly condone. In fact the two were under NCAA sanction simulataneously.

SC is a premier program and "dream job" as far as college football goes, so not a of exceedingly large proportions step down in prestige.
He's been successful in the conference.
The offense he dominated with at Oregon is very heavily dependent on having elite athletes, which the LA area produces in spades.

As to why, I think it has more to do with 1) it's easy - the stories are already written, and 2) large fan base = more people to read (click on) their articles.
