They may well go outside the organization (or not make any move at all for now), but I don't think it's the case that Hogan would burn his practice squad redshirt, so to speak. As I understand it, players with one year of NFL active roster time (meaning 6 or more games per season) are still eligible for practice squads; it's the second year on an active roster that limits practice squad eligibility. (Even then, 4 of the 10 players on a practice squad can have 2 accrued NFL seasons.) You can only have three years on a practice squad in total, so spending a year on the active roster wouldn't burn Hogan's practice squad eligibility. In theory (again, as I understand it), Hogan could have the following career trajectory:
2016: Active roster
2017: Practice squad
2018: Practice squad
2019: Active roster
2020: Practice squad (if only 3 other players have 2 years of active roster experience)
If, say, he were on an active roster in 2020, though, he would burn up that last year of practice squad eligibility. I think.Â
Griff Whalen's last year with the Colts (his 3rd year of 6+ games on the 53-man roster) meant that he was no longer eligible for a practice squad spot, which hurt him come cutdown time with the Dolphins this year. When you're not sure whether to keep 5 receivers or 6 receivers, it helps when the guy who'd be the 6th receiver is PS-eligible and you can stash him there and bring him up for a few games if injuries happen but use the 53-man spot for a different need. Harder to carry a guy like Griff if you're not going to use him much. (Side note: A lot of Colts media at training camp said that if Whalen were there, he would have been a shoo-in to make the 53-man roster.)
