I can give you the NFL stats. In 2016, the most delay of game penalties was New Orleans Saints with 9, followed by the Bills, Browns and Vikings with eight each. The lowly 49ers had just one all season. The average was 4.44 delay of penalties per team
per season. I don't know how many were intentional.

NCAA doesn't track penalties by type, near as I can tell. But here are a few fun penalty facts:
Most penalties in an FBS game. 36 in a 1986 game between SJSU and Fresno State. San Jose State had 24 of the 36 penalties.
Most penalties in a D1 game is 39, in four separate games.
College record is 42 penalties between North Carolina Central and St. Paul's, also in 1986.
Here's something interesting: USF played Illinois this year. They had 26 penalties combined in the first half (31 overall). That was the most penalties in the first half in an NCAA football game in 13 years. Only one of the 31 penalties was for delay of game, and that was an intentional penalty for a pooch punt.
As for Stanford, last I looked we averaged 5.79 penalties per game which is about average (#56 in FBS). I don't know the delay of game stat.
