In other words, it's fine that our recruiting classes are not big, and that can even be an advantage, but it means that you have to account for positional needs all the time, every year. IMO, it is all about emphasis and resources.  Both are lacking in California.  Both are high priority in Texas and the South.  One can argue whether it is right or wrong to emphasize/invest.  However, I do not see anything that will change the dynamics in the foreseeable future.
