Giants signed lefty reliever Tony Watson for a two year deal (player option for year three) in the neighborhood of $7 mils. which should keep them under the $197 million cap. That's important because being under the cap "resets" them for future years of luxury caps; in other words, they won't pay penalties for going over the cap next year when they sign Harper (wishful thinking) because they will have been under the cap this year.
Watson was an All-Star in 2014, but has faded since. He's pitched 68+ games for six years in a row and last year's 3.38 ERA was the highest of his career (outside of his rookie season). The rest of the Giants' left-handed pitching options weren't great; Will Smith who underwent surgery before the end of the 2016 season, and is still not expected back until May of this year at the earliest; Osich and Okert who very good years in 2015 and 2016 but vanished last year and Ty Blach who will probably have to start.
