Rivals is doing a retrospective of its 10 years of existence, and has listed the top 25 in that time, and the top 10 performing teams that have not recruited well according to the rankings, as well as some comments based on that.

UCLA (17) and Notre Dame (14) have greatly underperformed. Cal (20) also has underperformed, but to a lesser degree.
Utah (not in top 25) has overperformed.
Oregon, which was at 19, is considered to have done more with lesser talent than any other team that has competed for the national title.
