Unless the Pac-12 starts beating the BigTen and SEC in TV ratings power, the Pac-12 will continue to get Fridays as long as more popular CGs get the better slots.
FWIW - The use of Levi's happened after the TV contract was signed. I have always believed that the Pac-12 was a bit embarrassed by the Stanford Pac-12 CG. They likely understood an empty neutral venue stadium had some excuses, an empty on campus stadium just reinforced negative perceptions the conference could literally not afford. So a bit ironic for Stanford fans to complain about the move to a neutral venue. If the first several Pac-12 CGs were held at some combination of Oregon, USC, UW and ASU then maybe the game would still be at home venues. I guess for current Coach Shaw haters he can get the blame here too.
Las Vegas addresses many problems.
The stadium is a dome, so that will eliminate the game related weather concerns for visitors.
Early December is actually a good time to visit Las Vegas, as it is not impossibly hot.
There are loads of hotels on the strip, and the stadium is there too.
And as a bonus city and stadium are neutral territory even though it is in the Pac-12 footprint.
The Pac-12 teams' fans still have to fly into the game (especially the Pac-12 North) and that's a significant cost. There is also limited time to navigate the logistics challenges, but I think Las Vegas is easier for last minute logistics than Santa Clara.
If the SEC had their CG game in Las Vegas on Friday night I am highly confident they would pack that place. I doubt the Pac-12 will get that level of hype, passion and interest, but I do suspect the Pac-12 CG may get 50% of capacity.
For the Pac-12 Las Vegas is a good option, but it won't change the reality that the number and passion of season ticket holders and people living in the Pac-12 footprint will not allow it to match-up favorably with the SEC or BigTen.
