Utah seems to have the best combo of O and D in the Pac-12.  The fact WSU beat them speaks to the depth of the conference, which, IMO, is also the toughest in the country.

Most depth of good teams.
Only conference that plays nine conference games and a championship game.
Only conference where every team plays at least five road games per year.

Essentially by definition, the best combination is the best team in the league (perhaps depending upon how much weight you give to special teams). In my opinion, Utah is not the best team in the league. I think their next 5 games (USC, @ASU, Oregon, @Stanford, Arizona) is a buzz saw that is going to chew them up to little bits.
Though the league is confusing enough it is not at all clear who is the best team.

Utah's defense reminds me of ours.  Very eerily similar.  Not good for our matchup.  We really need to figure a way to block #8 Orchard.  I hope Hogan can see Orchard through the Trees.  ;)

The real Pac-12 referees are tied up and held hostage somewhere.  It's the only possible explanation.
