No it's not. Been legal for a while.
At one point I posted the rule for the NCAA, but removed it when I saw many others had responded.
You can push, you cannot pull.
On that play, the SC running back was pushed, and also #70 at least tried to pull him forward. Not sure how effective the pull was, and indeed that rarely gets called, but it was technically illegal.
