I could've sworn there was a passage about that in Jason Cole's book, but now I can't find it, so perhaps I was just dreaming.

I don't know if there was a passage in Cole's book about it, but it's in Mark Gonzales' book review:

"It didn’t hurt that after years of playing against older kids, Elway and his twin sister, Jana, a former tennis player at San Jose State, were held back a year in school to physically mature."

Elway was born June 28, 1960.  the cutoff date in California is September 1, so Elway was just a few months older than the maximum age, and was a 19 year old freshman in 1979 at Stanford.

Anyone know if Washington or other schools on the quarter system have early enrollees in the winter quarter?

Well Washington and UCLA got early enrollees for WBB and they are on the quarter system
