So the test being used is a PCR test that works based on the presence of viral RNA. Only a very small amount of viral RNA is necessary for a positive test, and viral RNA can be present even after an infection has passed and a patient is no longer contagious, which requires complete viral particles. So that strikes me as the most likely explanation for most of these reinfection articles.

The Stanford Daily mentioned Facebook ads for the Santa Clara County test, but the researchers didn't realize how explosive the response would be.

I was tested last week (no results have been communicated to me). My fiance is a nurse and heard about it on facebook from coworkers. There was an online survey form you filled out with some basic information, including your zip code. Depending on the zip you entered, it might tell you that there were no spots available, so I assume they did try to get some geographic distribution. I saw today that they are going to start using the same test on healthcare workers at Stanford, but have not heard whether they will be doing more general population tests.
