Sling offers all the Pac-12 networks including regional ones. Not a bad option since you can effectively subscribe month-to-month via "holding" as MVDan said.

1. It will be on Pac-12 Bay Area according to the P12N's website. ESPN doesn't give a shit about that, of course.

2. The Pac-12 Network will be showing USC-Rice at 3pm and Wazzu-Idaho at 6:30pm right after (timing makes sense). Thus, the Pac-12 LA channel will likely also be showing USC-Rice at the time. Our game at 5pm is wedged right in between those 2.

Plenty of other P5-FCS "cupcake" games this coming weekend also don't have lines:
And a bunch more only have a line from just one sportsbook (vs. a "consensus" of like 10): WynnBet is living dangerously!

Couldn't tell you exactly WHY, though, besides likely not having enough data on FCS schools to make an informed prediction.

It was just posted on Vegas Insider.   Stanford is a -- get this -- 41 point favorite.  I guess Colgate is just playing at a different level.  If Stanford does start to get a big lead, I assume Shaw will pull the starters for the most part.
