Well that's a nice change, though we'll only get to take advantage of it once (and I guess we'll see if they still do it late in the season).

Fewer/shorter commercials is fine by me. I've come to hate the man in the bright orange vest.

So the Pac-12 non-conference games are affected this season. With halftimes being shortened to 15 min, does that necessarily take away recovery time for players?

we watch this person at the games and know nothing is about to happen until they start to leave the field, no matter what the PA system tells us.....

I've wondered about that. On the one hand, it seems like less time for rest/planning would be harmful, on the other hand, the longer you're off the field the further away you get from game-time mentality. People always talk about how the Super Bowl's long halftime is a challenge for first-timers, I wonder if there's something of that going on in college too.
Although the real thing with this is that it affects both teams equally, so it shouldn't really matter for competitive balance unless you have some reason to believe you're better/worse at something that happens during halftime than your opponent. I kind of doubt this is the case. Perhaps if a team is getting shellacked they'd want a longer halftime just to change things up, but there's no way to predict that going in.

Stanford is not really the problem here.
Thanks to Shaw's run based offense with a strong preference to snap the ball with <03 seconds on the play clock, Stanford games zip along.
The "problem" is really with WSU, UofA and UCB and all three are frequently participants on the Pac-12 Nets. Each team wants to go go go, but then the WRs drop the ball, players jump out of bounds at any opportunity. There are loads of 3 and outs that are only taking 30 seconds off the clock, followed by 3 minutes of commercials. The UCB games routinely come in around 4 hours. Worse, for the Pac-12 Nets, the games by those three schools are often out of hand by halftime.
FWIW - Recovery during a 15 minute halftime is not really a problem since TV games have ample recovery time during all of the other commercial breaks.

I wonder how the advertisers are taking this (and how this is being worked around the contract language).
I didn't realize halftime breaks caused so much TV audience attrition ("up to 30%," as per article). Are those fair weather fans or just casual viewers? I would never leave a game broadcast during halftime if one of the teams was Stanford.
Also hidden in the article: "Scott also announced the leagues plans to operate a centralized replay center, joining other conferences in consolidating its video review facilities."Â That's an MLB-style central review center, right?
