We know that presence on the depth chart doesn't necessarily mean that you will play but the good news is that Herbig and Love are on the depth chart. The bad news is that Alfieri and the other previously injured (Edwards, Sarrell, Wedington, Robinson) are nowhere to be found.
The long term good news is that the four guys in parentheses all played as true frosh and can get an extra year of eligibility that may benefit Stanford down the road if they stick around for a fifth year. Some had questioned Shaw for playing those guys mostly sparingly as true frosh burning a year, but he was prescient that the NCAA would change the redshirt rule and they would later get injured before playing in more than 4 games.

As far as I can tell:
Edwards - played in three games. One to spare.
Sarell - played in two games. Two to spare.
Wedington - played in one game. Three to spare.
Robinson - played in zero games. Four to spare.

So, Edwards, Sarrel, Robinson and Wedington are headed for redshirt years? If so Sarrel could still play in two games, Wedington three... is that right? I'm curious about the oft-criticized Jordan Perez who has been out all year so far. Could he conceivably get another year via medical hardship? I guess today we'll get a report on maybe Love, Herbig and Alfieri... When today?

The answer is almost certainly not.
Hardship waivers are waivers, so by definition are individual cases. However, the general guideline is you have to have missed two full seasons due to injury - or at least factors outside of your and the team's control. A coach's decision not to play for a year is explicitly not such a condition.
Maybe Perez didn't play is a frosh due to injury, but I don't remember that was the case.
RE: depth chart - ChicagoCard - 10-23-2018
He played in '15 making a big play in the first SC game. He was on the field for the lone TD in the Northwestern game, some people blaming him for it. Anyway, you mention the coach not playing him as opposed to his being injured. Is that for sure the case, i.e. that he's not injured, or not seriously? Though from what you say it sounds like it doesn't matter.

As a frosh in 2014 Perez did not play. I don't know if he was injured, but don't remember that.
Perez played in 2015, 2016 and 2017.
Perez has played in two games in 2018, Oregon and und. I assume he is now injured again.
The guidelines for receiving a sixth year hardship waiver were something like noting you might be eligible if you missed two seasons for reasons beyond your control (usually that means injury).
I don't know if there has been an update to this to accompany the four games doesn't count rule.
If here missed 2014 due to injury, he would have a reasonable chance at a waiver. Otherwise, not.

Aside from the long-term ramifications, it really means we need Costello to stay healthy through the remainder of this year. And it would be extremely helpful to land Hilinski.

Hey, there are only five more games. "A few more weeks" and the regular season is virtually over.
If I were Shaw, i certainly wouldn't count on Mills being a contributor. That knee of his just appears to be too fragile.
At any rate rest him until spring ball next year and see how it holds up then.

Mills should be able to get a fifth and a sixth year. Next sign Hilinski and Butterfield. Stock these QB’s like cordwood!

My guess on Wedington is that we will see him again during Big Game, which would allow him to finish out the season and play in a bowl game but still qualify for a redshirt year.
I still have high hopes for Wedington coming along to supply some of what McCaffrey brought to our offense.
That might be my own imagination, however.

On the bright side, St. Brown has been very effective, catching a high percentage of deep balls for big yards per catch and impact on offense.

I really thought Robinson played in at least one game. Does anyone else recollect that, or am I confused (again)?

I think St. Brown looks very promising, but he has only caught 6 passes on the year so far.
He seems to have a knack for getting open deep. However, watching those routes it appears that some of that knack comes from the DBs thinking we're not going to throw to him so are cheating off and looking for a play going elsewhere. That advantage will disappear once he becomes more of a workhorse guy.
I also don't remember him yet making one of those back-shoulder, box-out catches that seem to have become our staple play. With only 6 catches, that may simply not have come around yet. On the other hand, I am fine if he has different skills. I don't love the back shoulder pass used too exclusively, as it tends to get rid of any yards gained after the catch, but I sometimes wonder if that has become too ingrained into Costello right now.

the not always accurate cumulative participation report does no list him as having played

Mills seems to be made of paper. He missed spring training, he gets a few snaps and, without a visible incident, is injured again.

Some players get a knee injury, get it operated on, and never seem to have any more problems with it.
Others have continual problems.
Mills, unfortunately, seems to be falling into the latter category.
RE: depth chart -
BostonCard - 10-24-2018
There are two important aspects to whether a player will get an injury: aspects intrinsic to the player (what we know of as being "injury prone") and luck. Someone with an anatomic or genetic predisposition to injury won't get injured if he is not involved in a play that generates sufficient force at the right angle to cause the injury. Other players who might be anatomically protected from injury can nonetheless become injured if trauma of sufficient force is brought to bear.
Unfortunately, we only really get to see the outcome: whether a player is injured or not. While an oft injured player may have a predisposition to it, that player may also just have bad luck. Hard to know what would have happened to, say, Costello, had he been involved in the same plays that injured Mills.
