Not sure why the article necessarily precludes a concussion. Some people bounce back from concussions pretty quickly; others can take weeks or even months.

Concussion problems as in out for weeks.
Questionable means maybe concussion but not lingering problems

Different sport, but the performances of Joe Panik and Brandon Belt noticeably declined after repeated concussions.
