Video of Brazil police with automatic weapons in a helicopter clearing the beaches. A helicopter's backwash appears to be used intentionally to sandblast the first pair of beach-goers. The people on the beach were maintaining maybe 100 yards of separation.
That site has other videos from China related to COVID-19, including authorities chaining or using iron bars to seal people in their houses, police breaking into a residence allegedly because someone may be sick there, people without masks being arrested, mob violence against family of sick people, a tied group of people (sick?) being taken down a street, quarantine boxes being used to isolate people, etc. (I decline to put a link to the videos.)
Not at all comforting. I surely hope none of that happens here, but fear is primal.

Marin County residents packed Stinson beach Saturday with crowds larger than those seen in the summer. Marin County closed every park in the county today as a response.

Apparently in Brazil the gangs are imposing the shelter-in-place orders in the favellas. The article also notes the use of helicopters to create a sandstorm to disburse beachgoers.

Basically, this is hardly the first place where organized gangs have greater state capacity (especially on a local level) than the state. And gangs have a similar incentive to ensure social stability and the that their own operations can continue.

Great point. On the more organized/legitimate end of the crime-invested-in-society, you have Hamas/Hizballah, then maybe the yakuza, then the mafia/triads, then maybe your favela gangs.
