I think if you did this type of trial in the United States, you couldn't have a placebo arm. You could give all the volunteers different trial vaccines and then deliberately expose them if they consent. Given we know nothing about long term effects of this disease in survivors, I'd be very wary about deliberately exposing people if they've only got a saline shot. This would still be potentially very useful data in getting a good vaccine to market quicker.
