Some day, I really hope we get to go to SD for the Holiday Bowl. I think it is the only long-standing PAC-12 affiliated bowl we haven't been to.

BC, you are forgetting the Las Vegas Bowl. A quick and inexpensive Southwest flight, a plethora of hotels to choose, and lots to do pre and post game. I’m in if Stanford plays.

Will any fans be allowed at the Rose Bowl?

Bet on no.
Hard to imagine that on January 1 LA County will not be in the purple stage on the state's COVID chart, and even less likely LA County will be OK in just 60 days when tickets would need to be distributed. The game would be a massive superspreader event with thousands of fans from at least two different US regions.
I could imagine a place where maybe the Rose Bowl gets to issue 10,000 tickets to each team, and limit attendance to those fans and perhaps a few thousand VIPs like we have seen in TX or FL. For that to happen in CA I suspect that would require Gavin Newsom to believe that is medically practical AND politically required. I think the Holiday Bowl committee just indicated that the combination of events required will just not happen for any CA bowl game.

The Tournament of Roses parade was canceled back in July. That event has been a New Year's Day staple for me since I was a kid growing up on the frost-bitten prairie, mesmerized by the artistry and pageantry gliding down palm-tree lined boulevards. As luck would have it, I've had the chance to see three Rose Parades in person, and it's even better than on TV.

The number of bowl games is now down to 34 and dropping rapidly.

Tangentially related and possibly dumb question, will bands be at any Pac-12 games this year? I'm assuming no.

Bliss without the band.

The worst sports experience I have ever had was the 2004 Holiday Bowl. Cal played Mike Leach's Texas Tech squad.
Everything about the game sucked. My seats were terrible (highest row in the End Zone). It was misty and chilly. Cal was down to basically two WRs, with the best two out. Aaron Rodgers leaked he was leaving for NFL before the game. Mike Leach coached circles around Jeff Tedford. The TT band was way bigger and louder than Cal's band. Then, after the game, the trolley system backup was like an hour before we got on our train. Just horrible all the way around.
I also went to the Seattle Bowl Stanford lost to Georgia Tech when Ty Willingham was flirting with Notre Dame. The Seattle Bowl was terrible. The Holiday Bowl was way worse.

Didn't like Fasani being benched. Rest of trip great. Found Torrefacione Coffee, went to R&R museum, ate well at the Olympic Hotel. Stayed at the Alexis on First.

If you can schedule fan ingress/egress across multiple entry points such that there are no crowds of people waiting to get it...sure (logistical nightmare, and the first fans to be seated will be there for some time. But you also have to enforce distancing in the stands, and masks at least in the walkways/concessions/bathrooms. Outside in the actual stands, I feel like masks are still needed to ensure safety. It's much harder to enforce masks in the stands though.

The Independence Bowl (Shreveport, LA) has offered Army a bid, which they accepted. Army will play a Pac-12 opponent in the bowl.

That should be an easy win for any Pac-12 team with a pulse. Army is the worst 6-1 team in the history of college football.

Not if the PAC-12 sends an 0-7 or 1-6 team.
