Does the PAC-12 get victory money for this game?

No, the official NCAA guidelines advise to treat men's teams that advance due to Covid no-contest, like women's teams that advance by winning on the court.

Can the NCAA use those $2M of savings to contact some better S&C facilities for the women's tourney and an extra dinner option?

It seems that it had to be quite a few VCU players who tested positive. NCAA would allow them to play with as few as 5 healthy players.

I hope it's not a false positive that denies VCU the opportunity to play, although, on the bright side, it wouldn't be a bad thing if they ended up being negative in the grand scheme of things.
