The #1 reason is to cut the length of the games to better fit television schedules. Too often games were running long, cutting into the next broadcast window. This will bring more structure to scheduling televised games.
it is estimated, this will reduce the average length of games by 20 minutes (from 3 1/2 hours to 3 hours 10 minutes).

Why do you say that, Marty? According to the committee, a running clock, even on out of bounds plays, will result in 7 FEWER plays per game on average (or about 3 1/2 fewer plays per team). This rule change does not speed up the play clock, only the game clock.

Seems like a good idea to shave some time of games, so I'm not P.O'd when some rando game is midway through the fourth quarter when my game is supposed to be on. Although how much time can you really save? Stoppage was just a few seconds and I assume they won't change the restart of the play clock. Anyway, the clock will still stop after a first down in the last two minutes of each half, so teams without timeouts can still use the middle of the field on game tying/winning drives.

I like the change. Speed up the game a little.
Now, what can you do to stop fake injuries? Players who get hurt and require trainers to come on the field can't return to the field on that drive?

Good. Now moves the hash marks to NFL standard and disallow blocking downfield on passes behind LOS.
