There has been active speculation about him leaving for at least half the year. The belief was that Kal wasn't going to provide an adequate platform to display his abilities and maximize his NFL value. It is a "business decision" on his part. It is also somewhat risky. At Kal, he would for sure be QB1 next year. Elsewhere, he will have to compete. Hopefully he has figured out a "good" landing spot.

Why woudn't we StanU, actively try to invite Fernando to play here:
(1). Likely by him being at Cal, he would be looked at favorably by our transfer admissions.
(2). That would give us a very good experienced QB, for next year !
(3). For his NFL wishes, Fernando could be mentored by Andrew Luck, who could certainly help Fernando develop into an NFL QB & share the 'ins & outs' of being 'NFL ready with Fernando'.
(4). We could certainly put together an attractive NIL package for Fernando !
(5). This is the kind of 'transfer' we need to go after aggressively in my opinion !...
(6). If we are claiming we are changing things to be more 'nimble & contemporary' with our Football Program's structure, in this NIL & Transfer portal era ...getting Fernando should be a goal or measuring stick, to see if we really are being viewed by Outsiders as 'Changing & an attractive landing spot for football transfers !'
(7). Plus, bland, nerdy Stanford & PaloAlto could use some infusion of great 'Salsa', 'Arroz con Pollo', 'Lechon' & 'Mofongo' ...to add to the slim offerings such as 'La Bodeguita del Medio'.

Maybe because he's not that good?
Per ESPN, Mendoza ranked 53rd amongst D1 QBs in QBR at 64.2. To be fair, that's higher than #84 Ashton Daniels whose QBR was 50.2, but he was a middle-of-the-road QB.

(1) Yep, you answered the question correctly.
(2) No one is claiming Fernando is the next 'Patrick Mahomes' ...but as your research (above) into the QB statistics/ratings shows, he would be a solid improvement to the performances of Stanford QBs over the last 2 years.
(3) And isn't looking for opportunities to improve the QBs on the Roster (via the transfer portal) something important & vital to the 'overall plan' on improving the Football Teams performance ?
(4) Plus, presumably after working with Andrew Luck on the field, during an 'offseason', .... Fernando would become better than the existing 'QB metrics/statistics' you referenced.

Lots of players sitting out non-playoff bowl games, as the new playoff format gives them even less meaning than they had before. If you are a coach, I would almost think you would want your players who are out of eligibility after this year to sit out, to give the players who are returning some more experience.

He will be among the most sought after QB’s in the portal. I would guess he is looking for three things - play in meaningful games, enhance the possibility of an NFL career and, of course, NIL cash. Cal couldn’t meet all of those objectives and I don’t see Stanford meeting them either (at least during the next couple years while he is still eligible to play).

IMO the "play-call" issues become much less of an issue when you have an OL that can block. Kal couldn't give him what he thought he needed to impress the NFL. Stanford offers even less ATM. No way he would even consider coming here.
