If baseball does not come back, it will NOT be due to health issues. There is so little marginal risk with playing baseball - outdoors where no competitor has much contact/interaction with other competitors, let alone while breathing heavily. I'm sure there are scenarios you can come up with where competing in bubble against other players tested/cleared in advance is higher risk than how NBA players are living now. But I'd bet good money those scenarios are rare (or non-existent) in the real world the NBA players are living in now.
So yeah, NBA and MLB may not have games. But it's hard for me to believe that what prevents that from happening are legitimate safety concerns. But that's just my jaded view.

Also agree that ultimately, "the rubber hits the road" with local regs and enforcement that should be tailored to the needs/exigencies of each community, which will vary greatly (both intra and inter state). One size does not fit all (but that doesn't mean that feds couldn't have set some very basic guidelines/standards).
