Looking here it looks like for many grad school degrees that might be of interest to a grad transfer transferring in that you can't bring many (if any) graduate school transfer credits with you so it looks like you basically start over.

I vaguely remember how graduate degree transfers worked back in the day, and reading current requirements, it really hasn't changed much, if at all. The answer is that it depends on the degree.

For an M.A., M.S., M.F.A, or M.L.A. (one-year programs), you need 45 units for the degree and cannot bring units with you from somewhere else. You would need to get a second graduate degree. I guess nothing is stopping one from getting the same degree from two schools, but that would be bizarre.

For an Eng degree (two-year program), you need 90 units for the degree and can bring up to 45 of them from somewhere else.  So, I suppose you could do an M.S. in engineering elsewhere and tack a year on at Stanford to earn an Eng degree. I don't know what happens if you convert your up to 45 units elsewhere into an actual degree.  That is, can you double dip?  That's not a bad idea.  I do remember the Eng being the degree for graduate students who gradually decided they were done with school and it took more than a year to gradually realize that.  Also, a convenient off ramp from a Ph.D.

An M.B.A. and M.P.P. are two years (90 units) and you can't smoke 'em if you got 'em from graduate-level business or public policy courses elsewhere. You can set those external credits on fire, though, I guess. 

A Ph.D. and D.M.A. require 135 units (three years) and up to a year (45 units) can be brought in externally.  I knew lots of people who did this, and plenty skipped the M.S. going straight past Go to a life in the basement. Those transfers (at least in engineering) were driven by available funding and professors who needed new indentured s.....tudents. I also know that Tech's long snapper is a Ph. D. student in chemical and biomolecular engineering who just received a scholarship, complete with a feel good tweet from the football program. We're all wondering if what must be external research funding is considered NIL. (Why would he need a scholarship?)

Only in the bizzaro athletics-centered life of a scholarship athlete is it called a graduate-transfer, because the student athlete is changing schools that they are playing for.  In regular life, it is simply called "going to grad school", and generally speaking, except for students pursuing a co-terminal master's degree, Stanford and many other schools generally discourage their own undergaduates (or, at least used to) from going to graduate school at the same institution they completed their undergraduate degree.  Something about cross-pollination and intellectual diversity, even though it's typically the same few schools that are "cross pollinating".  While there may be some scholar-athletes who actually transfer during graduate school, in most cases "graduate transfer" means a transfer to a graduate school.  Unfortunately, the track record of graduate transfers is not great, and the last I checked, most did not get their graduate degrees:

i don't think we have to worry about basketball transfers going to JD/MD/PhD programs while playing.

I worried about this in 2019. I realized that a program doesn’t need the high cost, high risk underclassmen at all if they could collect the grad students. Pay for them one year only. No waiting to see if they develop. 

At the [WVB] BBQ, I wish I'd asked Madeline Gates just when she decided to graduate early [a 2nd string All-American from UCLA] & try to get in Stanford.  I understood her to indicate she really came for the grad school in statistics, but you have to figure she was thinking of trying to join this team, esp. since it was down a middle.  (I'd also like to understand why she didn't talk to Hambly before her acceptance at Stanford.  Maybe she knew she'd definitely be accepted.)  While I'm glad she joined Stanford, I fear the grad transfer rule can be abused to benefit top teams at the expense of other teams.
