I figured I was serving you up a fat one to hit out of the park, Farm93.  Your answer should have been "Why, Redrum, obviously it can be done with NO cost to the taxpayers!... as Stanford continues to  demonstrate".  

And could have been done at Kal with halfway competent, conscientious administration.   They\'ve just been so used to being bailed out by us  that they got flabby.  Very mentally flabby.  Welcome to weightwatchers, ursines.
