I am with 2006alum on this. "Judicial overreach" to me would be intending to discern what the authors "really meant," and then ruling that way. I agree with the decision, at least--as the judge referenced-- based on the degree of ambiguity or uncertainty. If you really want something to be part of a statute, write it clearly and concisely. A second sentence or two could have made the intent perfectly clear.
