Do Las Vegas voters not have to approve this profligate spending to lure the NFL?  Nearly a billion dollars of public money and tax payers have no say?

The locals know that it will be financed by hotel taxes, not an increase in local sales or income taxes.  Outsiders will pay for it one way or another.
