UCLA didn't build new facilities funded by the TV money, did it?  Seems like everyone else did...I can't think of anything new Stanford built recently except maybe the visitors' football locker rooms?  Was part of the new Arrillaga buildings (Roble field, student rec center near Ford Center) funded by TV money?

Are the operating deficits calculated before the endowment payments are applied?
