Well, to start, UCLA has 10 men's varsity sports, 13 women's varsity sports.  C.al has 13 men's, 15 women's.
C.al also had a former AD who created positions for numerous assistant directors.

UCLA had more sports.  They cut them years ago and noted the budget realities.  Simply, the UCLA AD was/is a better run organization.
