A friend of my son's was accepted at Brown but decided to go to a UC instead. Her father had mega bucks but her parents had been divorced for many years and her relationship with her dad was not terribly strong. She had no chance at financial aid because of his money, but she didn't trust that he would help. She didn't want to worry every semester whether he would pony up, so she went to a school where she didn't need his money. I don't know if a system could be devised that would account for that sort of situation.
