I don't agree with the "appeal to authority" argument, since the coaching staff is capable of making mistakes and in fact has made them with respect to the position.

But my greater concern/assumption is that the coaching staff does in fact understand the need for a QB in the class of 2019, but either hasn't found a player with the appropriate athletic/academic profile, or has identified such candidates but been unable to gain traction in recruiting them.

DC -- I agree with your take and add that the after the fact rationale for a QB "gap" year has not worked out well for us.  we have 0 healthy scholarship QBs at the moment.  recall staff did not knowingly aim to take a QB gap year in 2015.  our lead target/offeree opted elsewhere (and turned out to be a bust) and the 2nd offeree was just too late (he is ND's starting QB).  also the last sustained success at QB we've had is Kevin Hogan, the 2nd QB signed his year.  given our recent track record at QB id and development, it looks to argue for a QB every year and a second one in some years.  lastly, I understand staff is looking at a number of '19 QBs so hopefully we will see an offer(s) soon.
