Drinking kills many people per year and it seems to me relatively modest regulations could mitigate much of the damage to society. 

Of course the current situation is that we have relatively modest regulations concerning alcohol - about driving and drinking, where and when you can buy a drink, etc. Apparently too modest to handle the current problems. 

... but this line of discussion is drifting dangerously close to out of bounds.
