Seems like this could be used in soccer too. But I think the issue with this approach for NCAA tournaments would be travel expenses, which I believe the NCAA pays for and tries to minimize (usually to our disadvantage in W soccer).

Well, teams would generally be incentivized to minimize travel; as ColoradoTree noted, why would a team like St. Mary's fly across country to be whalloped when they can play Stanford and be sacrificial lambs locally.  It might not minimize travel as much as the NCAA might, but it would still do a pretty good job.
