That's revisionist history. Here are their rankings as prospects:
2014 247 rankings: Chryst #3 QB, #51 overall, #6 in CA
2016 247 rankings: Costello #3 QB, #47 overall, #7 in CA
As far as recruiting rankings are concerned, those two are indistinguishable.
You might be able to make a case that as a prospect, Mills is qualitatively above the other two (#1 QB, #15 overall, #1 in AlabamaGeorgia).
