That makes it a pretty easy decision - decline the penalty if its fourth down, take it if a first.

Yeah, the screens weren't well designed for what SDSU was doing, pretty much right into the teeth of the attacking LBers and safeties. That required slightly deeper routes into the vacated spaces.

Can't intentionally fumble to avoid a safety (otherwise it is a safety). He clearly fumbled it on purpose on replay.
Or, since he "fumbled" forward, that may have really been intentional grounding, which is the same result.
