Keep in mind that completion percentage is reflective of offensive strategy. We seem to passing pretty deep on average, which will naturally suppress completion percentage, but can still yield a very effective offense.
Which isn't to say that Costello is living up to that, the PER numbers would be better if he were. But I think that's what we're going for, so Shaw saying that he's targeting 60% makes sense.
