Football Outsiders actually has a stat for this at the pro level, Air yard Less EXpected, or ALEX (after Alex Smith). It's a QB-specific stat looking at where, relative to the line to gain, QBs throw on 3rd and 4th down. I'm unaware of any attempts to look at this at the college level, but typically this is a QB-specific stat, plenty of times different QBs on the same team perform fairly differently.
