The only difference the league could have possible done was place all 4 California Schools together with the Arizona schools as the South Division.  However, the Washington and Oregon schools objected to that....they wanted at least some of the schools (Stanford/Cal) to be in the North Division.  In either event, the California schools will always be tied together (playing-wise) in one form or another.
