That's partly because teams that lose a point often dive to the floor trying to save it, but I had a similar impression, which was whenever we had a run of points PSU would do something to interrupt play for a bit: sometimes calling for the floor to be dried, questioning an official, or putting in a late substitution.
Penn State has a reputation (at least according to many comments on Volleytalk) for such delaying tactics.
