Yes. For all intents and purposes (when I was young, I thought that the phrase was "for all intensive purposes"), indoor track and outdoor track are two different sports with identical rosters. Similar to, but even closer than, women's volleyball and beach volleyball teams. Indoor track season precedes outdoor, so someone could, say, not compete during indoor season (winter) while recovering from a training injury (or acclimating from football, as IBS did frosh year) and preserve a year of eligibility there while then competing during outdoor season (spring).
