That isn't exactly true. 

Almost by definition if you have personnel packages for different plays then to some extent you are tipping off what play you are going to run by your personnel. The idea is that what you lose by partial telegraphing is offset by a) the defense not being able to match up to the personnel, and/or b) the increased precision of that personnel in running the given plays. 

No matter what you do, you are trading off between advantages and disadvantages. The key is finding the best choice of trade offs for your team and the game situation.
