One other option that I had not considered which was posited by one of the Golfweek writers who covers college golf. If the golf course is so soaked that the committee believes the only fair choice for the players is lift, clean and place, they could throw out all of the results from today and re-start round 2 tomorrow. If they continue R2 where they left off today, I do not think they can allow lift, clean and place since those were not the conditions when the round began.
