Yes, I believe that's right.
The number of home and away games for each team in this regional will end up like this:

#1 Stanford........2...................3
#2 UCSB............1...................1
#3 Fresno St......2...................2
#4 Sac St...........2...................1
So the #1 seed in this regional is the only team that was designated away more often than home. That makes no sense to me.
