What is the oversight mechanism for officiating in this kind of situation, i.e. Big 10 refs in a Pac-12 venue?

Is replay/review under Pac-12 or Big-10 purview?

I kinda want to send that photo somewhere, even though I'm sure the complaint would fall on deaf ears.

That's my main question. Which conference is supposed to be responsible for supplementary discipline (if any)? The Pac-12 I assume can't suspend a B1G player, and why would the B1G suspend one of their players?

The clear take away in my mind is that separate officials (and rules?) for different conferences needs to go away and it should be centralized by the NCAA, just like every other sports league.
