I would put tissues (and all other paper products) into the compost. For instance Oakland's website specifically mentions paper products, and I believe most municipal composting could handle it.
If you're doing a worm bin or whatever then you'd want to look into that, but tissue break down easily, I would think they could handle it. Any chemicals on there will be organic (in the chemistry sense) and I have to think would be fine.
