According to the most recent notice from our county recycling program:

As we all use more disinfecting products and wipes, please remember that these items are not recyclable, and should not be flushed down your toilet. All wipes and disinfecting products, including paper towels that have been sprayed with chemicals and “flushable” wipes should go in your black landfill cart (or gray bin).

[corrected] Although I had been putting tissue in green cart, I just found that the January newsletter said to put tissue in the landfill cart as well. Oops.
