Yes.  Hospital closures (and downsizings) are a big deal.  For example, about 15 years ago, UCLA opened a brand new hospital to replace its aging (and earthquake susceptible) old hospital.  The new hospital cut beds by about 30% (though the number of rooms, which were all private, were higher).
